Dr. Ricardo Kellman is the 3rd Vice President of the National Union of Public Workers in Barbados, the island's largest public sector union. He is also the Shop Steward in the Ministry of Foreign Affairs and Foreign Trade. He is an authority on Barbados's diplomatic history and practice and possesses postgraduate training in International Relations, Commerce and Public Policy. He also served Barbados in Washington, DC as First Secretary of the Embassy of Barbados and Alternate Representative in the Permanent Mission of Barbados to the Organisation of American States. He is currently the Human Rights desk officer in the Human Rights and Multilateral Relations Section at the Ministry's Headquarters in Barbados, where he creates and supports programmes that strengthen Barbados' framework in relation to labour, gender, health, education and governance.
